RuntimeManagement is the read-only Admin cockpit for Core.Runtime.

It displays runtime diagnostics, RuntimeCoreConfig snapshots, runtime paths, maintenance state, restart requirements and metric definitions. It does not own Core.Runtime state, does not implement Watchdog behavior, and does not mutate runtime configuration.
